Procedures for Importation

About Importation of Waste Paper

The importation of waste paper to Malaysia falls under the purview of the Ministry of International Trade and Industry (MITI). On 31 December 2021, MITI issued a media release (download here) to announce that the effective implementation date is 10 January 2022 where waste paper intended for import into Malaysia is subject to an inspection process and the issuance of a Certificate of Approval (COA) as per the Customs (Prohibition of Imports) (Amendment) (No.2) Order 2022 (download here).

MITI announced the inclusion of three (3) HS codes that require COA from SIRIM.

For the purpose of importation for these HS codes, SIRIM has published a guideline to facilitate the industry in obtaining COA. This guideline outlines the procedures and requirements for importation and inspection of waste paper.

Method of Importation

  • Type 1A : Pre-shipment by SIRIM
  • Type 1B: Pre-shipment by Foreign Inspection Body ( FIB) with MOA
  • Type 1C: Pre-shipment by Foreign Inspection Body ( FIB) without MOA
  • Type 2: Pre-shipment by Materials Recovery Facility (MRF)
