Certification Scheme For Genuine Product (Engine Oil for Motor Vehicle)

The proliferation of counterfeit engine oils in the domestic and international markets, particularly in developing countries including Malaysia, has become a significant issue of concern for various stakeholders. The manufacture and sale of counterfeit engine oils pose significant risks to consumers, manufacturers, and governments, highlighting the need for robust measures to combat this illegal activity and protect the integrity of the engine oils market. The implementation of strict quality control measures, consumer education and enforcement of the relevant laws can help to combat the proliferation of counterfeit engine oils and protect the interests of all stakeholders.

To address the issue of counterfeit engine oils, the Ministry of Domestic Trade and Cost of Living (“KPDN”) is taking action through the implementation of the Trade Descriptions (Certification and Marking of Engine Oil for Motor Vehicle) Order 2024 (“Order”) (download here), which was gazetted on 11 October 2024 and will be effective on 7 April 2025, where SIRIM QAS International Sdn Bhd (“SIRIM QAS”) is appointed as the competent authority.

As a mechanism to demonstrate genuineness and compliance to the Order, engine oils shall be certified to Certification Scheme for Genuine Product and shall be affixed with Conformity Label on top of the container lid of the engine oil (paragraph 5, the Order).

In line with this Order, SIRIM QAS has developed the Guidelines for Certification and Marking of Engine Oils for Motor Vehicles (“Guidelines”) (download here). This Guidelines aimed to provide guidance to applicant involved in manufacturing, importing, exhibiting, selling and advertising of engine oils in Malaysia to ensure compliance with the Order and any applicable laws, regulations, rules and/or directives under the purview of KPDN, as well as to provide information on testing, certification, marking and labelling requirements.

Before the Order takes effect, KPDN and SIRIM QAS are actively engaging with industry players of engine oils through physical session, webinar and one-on-one discussions with the intention to gather feedback on the Order and Guidelines.
